Who We Are
ADC Engineering, Inc. was founded in January 1990 with just two employees and one main service: structural engineering. Over the next 30 years, ADC expanded its talents and capacities to meet client growth and demand; and the firm’s service offering now includes civil engineering, aviation engineering and landscape architecture.
Today, ADC Engineering employs more than 50 team members in three office locations across South Carolina.

Mark Dillon, PE, SE

Mark Dillon is the president and co-founder of ADC Engineering, Inc. As principal structural engineer Mark performs structural design and analysis for all aspects of structural systems, including new designs and forensic investigations. He is also responsible for the development and coordination of proposals, bid documents and construction administration services.
As part of continued registration requirements for several states, Mark continues specialized course work and research in wind / earthquake analysis and continuing education courses for structural failures, blast structures, masonry structures, roofing systems, seismic design, and flood loads.
His work experience includes a broad range of projects such as commercial construction, special industrial structures, numerous government projects for such agencies as NAVFAC, Corps of Engineers, state and local municipalities, and institutional work such as schools, universities, hospitals and nursing homes.
Some of Mark’s most notable projects have brought challenges that include designs for immediate occupancy structures in high-seismic zones, designs for buildings in hurricane-prone regions, renovations of historic properties, seismic upfits for multi-story buildings, unique loadings for medical and educational buildings, flood-proofing, sloping sites, and retaining walls.
Chris Cook, PE

Chris Cook is a founding partner of site services at ADC. Chris is a graduate of The Citadel in civil engineering, is LEED accredited and currently serves as the Chairman of the Citadel’s Civil Engineering Advisory Board. Chris also serves on the City of Charleston Stormwater Task Force. He is an experienced project manager and oversees large projects of all types. He is licensed in over twenty-eight states and U.S. territories and has worked on projects throughout the country. His projects have ranged from K-12 schools, higher education facilities, Department of Defense complexes, retail developments and mixed-use communities.
Chris has a special interest in large, fast-paced projects that require innovative design practices, unique technical solutions, collaboration between design disciplines, and true team building with owners, architects and contractors. He has completed over 30 large design-build projects for DOD clients.
Greg Jones, PE

Greg Jones joined ADC’s civil department in 1997. His work portfolio includes site development projects in commercial developments, K-12 schools, higher education institutions, healthcare and military facilities, and infrastructure. In addition to conventional site development, Greg specializes in aviation design with projects that include all aspects of airfields and aviation facilities.
In 1985 Greg graduated from The Citadel in civil engineering and in 1992 he received his masters in civil engineering from Clemson University. Greg is LEED accredited and a member of the American Society of Civil Engineers, Construction Specifications Institute, the Charleston Civil Engineers Club and the American Concrete Pavement Association.
Greg and the other partners of ADC Engineering are dedicated to the company’s continued growth as well as its involvement in the community. Greg is an active volunteer at local schools and is a longtime advocate and volunteer for many youth programs.
Larry Barthelemy, PE
Partner : Civil Engineering
Larry opened the Greenville office in January 2015 to serve our clients in Upstate South Carolina and North Carolina. Prior to joining ADC in 2004, Larry received a civil engineering degree from Clemson University and served as project manager and branch manager at a firm in Asheville, NC. Larry‘s primary responsibilities include managing projects and resources within his team.
Jeff Webb, PE
Partner : Civil Engineering
Prior to joining our civil team in 1998, Jeff received a Bachelor of Science in civil engineering from Clemson University and worked as an estimator and project superintendent for a site contractor in Beaufort, SC. Jeff has extensive experience in the healthcare, education, federal, municipal and commercial sectors. Many of his projects were on challenging sites in downtown Charleston. Jeff is a member of ASCE and serves on the City of Charleston Board of Zoning Appeals.
Chris Gilger, PE
Partner : Structural Engineering
Chris joined ADC in 1996 and while working with the structural department, he attended The Citadel where he graduated with a bachelor’s degree in civil engineering. Prior to joining ADC Chris earned an associates degree in architectural engineering technology. He has extensive experience with analyzing and evaluating existing structures and designing new structures in coastal and high seismic areas. Chris‘s primary responsibilities include project design and management from concept through construction administration.
Jimmy Jones, PE
Partner : Structural Engineering
Prior to joining our structural team in 1999, Jimmy served as a design engineer for Kline Towers. Jimmy earned a Bachelor of Science in civil engineering from The Citadel and he is a registered Professional Engineer and Structural Engineer. His work experience includes large-scale commercial, educational and hospitality projects built in high-seismic zones and hurricane-prone regions. Jimmy’s primary responsibilities include managing the structural engineering staff in the Columbia office as well as design and construction administration for structural projects.
Bruce Todd, PE
Partner : Civil Engineering
Bruce was the president of RB Todd Consulting Engineers for over fifteen years until RB Todd and ADC merged in 2020. Bruce leads the civil engineering department in the Columbia, South Carolina location and provides project management including project planning, zoning sketch plans, public hearings, engineering reports, permit applications, design calculations, preparation of design plans and specifications including bid documents, construction observation and monitoring, and review of financial aspects of construction. Bruce is a graduate of the Citadel and earned a Bachelor of Science degree in civil engineering.
